Z3X software has multilingual interface: English, Spanish, Portuguese, Romanian, Ukrainian, Arabic, Hungarian…

You can choose the language during the installation process or later in software settings.

Also with Samsung Editor, you can change a language and other resources in many CDMA and GSM Samsung phones.

Z3X doesn’t really add new languages in setup mode on its own. It usually depends on the firmware and language pack already supported for that model. That idea of relying on the right base system actually reminds me of language learning too - progress comes faster when lessons are structured properly from the start.
